Introduction The quality of human resource is important in enhancing the economic growth and development. The advantage is obtained through varying dimensions such as productivity, income and division of labour. In the present era of globalization its advantage is more pronounced especially in the aspect of reducing/minimizing production cost, increasing the country’s competitiveness and producing inventions. Furthermore, in the era whereby the economy is based on knowledge and information, the improvement of human resource quality is much needed. This can be achieved through human capital investment either through formal education, training or health improvement, and also involves the migration of labour in quest for new information. The quality of human resource gives a great implication on the labour market. It will determine the performance and success of any organization. Human resource competitiveness is measured through productivity, creativity and the ability to search for new information, which in total produces a positive impact on the economic activity. Therefore, in planning the macro level workforce needs, it is also important to take into consideration the needs at the organization level.
