This view stands in stark contrast to the reality of the contemporary O&G industry which has a complex value chain, and is intensive in R&D and innovation, particularly as oil companies develop more challenging resources such as deep offshore. These resources also require more capital expenditures, resulting that the economic impact of the O&G industry in terms of direct investment is becoming more significant. This presentation will show that these factors, combined with government control of subsoil resources, has driven a push for active industrial policies in the sector through local content policies (LCP), which are determined by economic and political incentives. The talk will use evidence from Brazil and Malaysia \u2013 all upper middle income countries with strong presence of NOCs \u2013 to highlight the mechanisms used and challenges of developing a domestic competitive supply sector.<\/p>\n <\/p>\n BIODATA<\/strong><\/p>\n Renato Lima de Oliveira is a Ph.D. candidate in Political Science at MIT. He holds a B.A. in Journalism (UFPE, Brazil) and a M.A. in Latin American Studies (University of Illinois at Urbana-Champaign) and has previously worked as a business reporter in Brazil and as a consultant for the Mexican government in local content policies in the O&G industry. He is currently a visiting researcher at the Asia School of Business (ASB), in Kuala Lumpur.
