Executive Summary

Programme background & history

The proposal to establish the ASEAN Youth Volunteer Programme (AYVP) was presented during the ASEAN Senior Officials Meeting on Youth (SOMY) in Hanoi, Vietnam on 18 October 2011.

It was presented by the former Minister of Youth and Sports, Dato’ Sri Ahmad Shabery Cheek during the 7th ASEAN Ministerial Meeting on Youth (AMMY VII) and endorsed by ASEAN member states on 20 October 2011.

AYVP Launch

The proposal was then taken to the Malaysian Cabinet and approved on 20 April 2012. Thus, this led to the birth of ASEAN Youth Volunteer Programme, a Malaysian owned programme under the virtues of the Ministry of Youth & Sports Malaysia with UKM as the permanent secretariat and programme implementer.


Key takeaway: AYVP is uniquely Malaysian-owned but ASEAN-focused — combining national leadership with academic expertise to serve the entire Southeast Asian region.

The AYVP is an instrument that creates opportunities for youth across the region to work together by helping communities. As they do this, they learn about each other and strengthen intercultural relationships which would contribute to the development of a strong ASEAN identity.

“A younger generation who not only volunteer but also develop leadership qualities, coloured with the strength of humility, kindness and compassion.”

Target demographic: Age between 18 and 30 from higher education, colleges, youth organisations, NGOs and working professionals.

AYVP’s goals: Drive youth volunteerism and community development through innovative solutions to social, cultural, economic and environmental challenges.

AYVP Modality

It is with the expectation that this sustainable programme will create multiplier effects through the Environment & Climate Change projects implemented in respective communities, contributing directly to the ASEAN Socio-Cultural Community pillar of the ASEAN Secretariat.
