DR. SHAMSIAH ABDUL KARIM

Chief Executive Officer, Pergas Investment Holdings

Dr Shamsiah is currently the Director and CEO of Pergas Investment Holdings (PIH), a wholly owned subsidiary of Pergas, the Islamic Religious Scholars of Singapore. Listed in Islamica 500 for 5 consecutive years for her expertise on waqf matters and recently listed as the top 20 most influential women in Islamic Finance by Cambridge IFN. Her area of expertise is in Islamic finance, waqf, zakat, faraid, real estate, accounting and marketing. Having about 30 years of experience in heading the various segments of the strategic areas, fields and companies. Shamsiah has delivered many talks and conferences and seminars in these areas of expertise. She has also had several publications for her work on waqf and zakat.

She was the former Senior Vice-President at Bank Muamalat Malaysia Bhd overseeing the Shariah & Product Development Division. She is also the former Chief Executive Officer of Albukhary Foundation and former Deputy Director of Asset Development at Muis. The Efficiency Medal which was instituted in Singapore in 1969, was awarded to Dr. Shamsiah in 2001 in recognition of her exceptional efficiency or exceptional devotion to duty or for work of special significance.

PUAN NOR YATI AHMAD

Accountant General of Malaysia​

Puan Nor Yati Ahmad is the Accountant General of Malaysia. He is a member of the Malaysian Institute of Accountants (MIA) and CPA Australia. He has served as an accountant in the public sector for 29 years at various federal and state levels. He was also appointed as a member of the International Public Sector Accounting Standards Board in January 2023 and a member of the Malaysian Accounting Standards Board in December 2023.

He is heavily involved in various task-based groups, especially in the field of accounting. Among them in the development of Islamic Accounting Standards for Waqf, Zakat and Baitulmal as well as publishing the Malaysian Public Sector Accounting Standards (MPSAS). Currently, he is the Chairman of the Islamic Accounting Standards Advisory Committee (JPIs) and the Chairman of the Federal Government Accounting Standards Advisory Committee. He was also appointed as a member of the board of directors at Statutory Bodies and Companies Owned by the Minister of Finance (Incorporated).

Puan Nor Yati holds a Master’s Degree in Accounting and Finance from the University of Adelaide, Australia, and a Bachelor’s Degree in Accounting from Universiti Putra Malaysia (UPM).

PROF. ADJUNG DR. RIDZWAN BAKAR

Chief Executive Officer, Yayasan Waqaf Malaysia

Dr Ridzwan Bakar is a professional Chartered Accountant, practitioner of Islamic Social Finance and Wakaf. He has more than 21 years corporate experience leading senior position / CFO responsibilities, Head of business planning/corporate strategy, corporate reporting, KPI development and tracking, investment, business transformation and consultancy and 10 years as a Professional Lecturer (Professor of Practice), Faculty of Management, Multimedia Universiti (MMU) Malaysia.

He spearheads several high impact consultancy and waqf initiatives including a Board Member of Trustee Yayasan Wakaf Malaysia 2019-2021, Board of Director Wakaf Centre Wilayah Persekutuan Islamic Religious Council (PWMAIWP) 2019-2022, Chairman Wakaf Strategic Planning & Research Innovations (PWMAIWP) 2021-2022, Deputy Chairman Wakaf Trust Deed Yayasan Wakaf Malaysia 2020-21, JAWHAR Wakaf Manual for Malaysia Education 2017-2018, Leader Malaysia Public Policy on Waqf and Endowment Tax incentive (JAWHAR Prime Minister Office 2020), Member of experts National Wakaf Blueprint 2021 (JAWHAR) and Technical Expert Baitulmal MAIS (Majlis Agama Islam Selangor).

Currently he is also leading high level projects such as Chairman Blueprint Islamic Socio economy for Malaysia (DSEU), Member of Advisory Expert Wakaf Smart City Pahang Malaysia 2017-2024, Malaysia Islamic Accounting Standards for Baitulmal, Zakat and Wakaf (PPIBZW Accountants’ General, Malaysia) 2018-2024, studies on Waqf Hospital and Digital Waqf.

S.S. Datuk Prof. Madya Dr. Luqman Hj. AbdullAh

Mufti of the Federal Territories of Malaysia

Sahibus Samahah Datuk Prof. Madya Dr. Luqman Hj. Abdullah is a Malaysian Islamic scholar, preacher and university lecturer. He is currently the 8th Mufti of the Federal Territories of Malaysia effective since 15 May 2020. He is also a Member of the Shariah Advisory Committee for MBSB Bank and Takaful Malaysia and is an Associate Professor at the Department of Fiqh and Usul Fiqh, University of Malaya Academy of Islamic Studies.

Sahibus Samahah Datuk Prof. Madya Dr. Luqman holds a Doctor of Philosophy (PhD) in Islamic Property Law from University of Edinburgh, Scotland and Master in Comparative Law Studies from International Islamic University (UIAM).

PROF. DR. AZMAN MOHD NOOR

Senior Lecturer, International Islamic University Malaysia

Prof. Dr. Azman bin Mohd Noor is a senior lecturer at Institute of Islamic Banking and Finance, International Islamic University Malaysia. He was previously the Head of Department, Department of Fiqh and Usul al-Fiqh, Kulliyyah of Islamic Revealed Knowledge and Human Sciences, International Islamic University Malaysia. He has been lecturing in Islamic Jurisprudence and Islamic Finance at the same department since 2005.

In the industry of Islamic Finance, he is the Deputy Chairman, Shariah Committee Member of Al-Rajhi Bank Malaysia, Shariah committee member of Bank Rakyat Malaysia Berhad and Chairman of Shariah Committee at AmMetLife Takaful Berhad. He served as Shariah Committee Member of SME bank from 2012 to 2014. He served as Shariah Advisor to Kenanga Capital Sdn Bhd from 2013 to 2016. He also served as Shariah committee member of MNRB Retakaful from 2009 to 2011.                  

DR. NIK ABDUL RAHIM NIK ABDUL GHANI

Maybank Islamic Syariah Adviser

Dr. Nik Abdul Rahim Nik Abdul Ghani is a Senior Lecturer at the Center for Sharia Studies, Faculty of Islamic Studies, University National Malaysia (UKM). His expertise is in the field of muamalat in Islamic finance, including banking Islam and takaful. His latest research is focused on the development of payment ex-gratia in the takaful industry.

He obtained his Bachelor’s Degree (Sharia) in 2003 from the Islamic University Madinah, Saudi Arabia, and a Master’s Degree in Islamic Studies (Sharia) in 2009 at National University of Malaysia (UKM). He was also awarded a Doctorate Degree Philosophy in Islamic Finance from INCEIF in 2017.

Previously, he had served as the Image Coordinator at the Faculty of Studies Islam, UKM and Chief Editor of the Journal of Contemporary Islamic Law, Research Center Sharia. Now he holds the position of Coordinator of Network Affairs, Industry and Society.
