The Global Leadership Programme 2021 (U-LEAD) is a nine-day virtual programme that focuses on creating new global leaders. The program focuses on the important issues of leadership and multiculturalism in the era of globalization. The programme creates a platform for a network between the younger generation to build ideas and interact with people of different cultures.

Information and tips for participant
The U-LEAD 2021 programme will use the Zoom platform as a meeting with all participants. All are advise to:-
- Download Zoom application at https://zoom.us/support/download or;
- Join through the browser at https://zoom.us/join by install the Zoom Extention (https://zoom.us/download#chrome_ext).
- Equipments to have:
⇥ A laptop or desktop with webcam;
⇥ A headset with microphone.
⇥ Stable internet service. - The Zoom link will be provided via email after participants have completed the registration.
Application Procedures
- Home university's Coordinator nominates students through exchange@ukm.edu.my by 30th June 2021 (Wednesday).
- Applicant submits the application form at https://tinyurl.com/app-ulead2 by 30th June 2021 (Wednesday).
- UKM Global will do application review and clarification.
- The letter of acceptance will be issued out after the selection period.
- Payment of fee to UKM no later than 14th July 2021 (Wednesday).
Requirements and Eligibility
- Undergraduate student.
- Be nominated by the home university.
- Registered as a full-time student at home university.
- Have good English proficiency in both speaking and writing.
- Must agree to abide by the rules and regulations of UKM or hosts.
- Be prepared to follow each scheduled session throughout the programme.

Prof. Emerita Datuk Dr. Mazlan Othman obtained a Ph.D. in Astrophysics from the University of Otago, New Zealand, and became a lecturer at the Universiti Kebangsaan Malaysia (UKM) in 1981. Seconded to the Prime Minister’s Department in 1990 to set up and head the Planetarium Division, which subsequently became the Space Science Studies Division in 1993. Appointed by Universiti Kebangsaan Malaysia as Professor of Astrophysics in 1994. Appointed Director of the United Nations Office for Outer Space Affairs (UNOOSA) in Vienna, Austria in 1999. Returned to Malaysia to become the founding Director General of the National Space Agency (ANGKASA) beginning July 2002. In this capacity she established the National Observatory in Langkawi and National Space Centre in Selangor. She headed the National Angkasawan (Astronaut) Programme which saw the launch of the first Malaysian to the International Space Station in 2007. She was responsible for the launch of Malaysia Remote Sensing Satellites : TiungSAT and RazakSAT. She attended the Advanced Management Programme (AMP169) at Harvard Business School in 2005. Resumed post as Director of UNOOSA in December 2007 upon retirement from Malaysian Civil Service. Appointed Deputy Director- General of the United Nations Office at Vienna (UNOV) in June 2009. Retired from the United Nations in Dec 2013. Appointed Project Director, Mega Science 3.0 at Academy of Sciences Malaysia (ASM) 2014 -2016. Became Professor Emeritus at UKM in 2015 and was a Fulbright Scholar at the Space Policy Institute of George Washington University 2015-2016. Elected Senior Fellow of ASM in 2016. She is co-chairing the ASM Malaysia Foresight 2050 initiative. Currently the Director of the International Science Council (ISC) Regional Office for Asia and the Pacific (ROAP) since 2017. |

Tan Sri Abdul Wahid Omar is currently the Chairman of Bursa Malaysia Berhad and Universiti Kebangsaan Malaysia (UKM). He is regarded as one of the most versatile corporate leaders in Malaysia having successfully led four major organisations in infrastructure development, telecommunications, financial services and investment management. He served as Group Chairman of Permodalan Nasional Berhad (PNB), Malaysia's largest fund management company, from August 2016 to June 2018 following completion of his term as a Senator and Minister in the Prime Minister’s Department in charge of Economic Planning from June 2013 to June 2016. Prior to his cabinet appointment, Tan Sri Abdul Wahid was formerly the President and CEO of Maybank, Malaysia’s largest public listed company and one of the leading banking groups in Southeast Asia, from May 2008. He was credited with transforming Maybank into a regional banking group and a global leader in Islamic finance. Prior to joining Maybank, he was the Group CEO of Telekom Malaysia Berhad (TM) from July 2004 until its demerger with Axiata Group Berhad in April 2008. He was also formerly the MD/CEO of UEM Group Berhad, his first role as CEO at the age of 37. He successfully led the turnaround of UEM Group, Malaysia’s largest infrastructure development conglomerate (which owned PLUS Expressways), following its takeover by sovereign wealth fund Khazanah Nasional in 2001. Tan Sri Abdul Wahid is a member of the Association of Chartered Certified Accountants Tan Sri Abdul Wahid currently serves as a Trustee of WWF Malaysia, Professor of Practice at INCEIF (the Global University for Islamic Finance) and as a Visiting Fellow at the Oxford Centre for Islamic Studies, UK. |
Prof. Dato’ Ts. Dr. Mohd Ekhwan Toriman is the Vice-Chancellor of Universiti Kebangsaan Malaysia (UKM). He holds a Bachelor of Social Science in Geography from Universiti Kebangsaan Malaysia, a Master of Science degree from Manchester University and a PhD from Newcastle upon Tyne University of Britain in Hydrological and Environmental Modeling, Application of Geographic Information System and Water Resource Management.
Prof. Dato’ Ts. Dr. Mohd. Ekhwan was the Deputy Director-General of the Academic and Development Division at the Ministry of Higher Education Malaysia and has previously served as UKM Deputy-Vice-Chancellor (Research and Innovation) as well as Universiti Sultan Zainal Abidin (UniSZA) Deputy Vice-Chancellor (Research and Development). |

His Excellency Manuel José BALAGUER SALAS is a career diplomat, who is currently the Ambassador of the Argentine Republic to Malaysia. He obtained a law degree in the National University of Buenos Aires and later graduated from the Foreign Service Institute of Argentina. He began his diplomatic career in the Undersecretariat of International Cooperation of the Ministry of Foreign Affairs, responsible for the implementation of the Argentine Fund for South-South Cooperation. Previously in France, he served in the Argentine Embassy in France, and as a Vice President of the Executive Committee of the International Bureau of Exhibitions (BIE). Back in Argentina, he was appointed as the Head of the Office of Decrees and Resolutions of the Ministry of Foreign Affairs and the Chief of Staff of the Undersecretariat of Latin American Policy. Between 2008 and 2013, he was in charge of the Department of Culture and Education in the Argentine Embassy in Chile. From 2014 to February 2016, he served as Chief of Staff of the Undersecretariat of Foreign Policy. In addition to Spanish, he speaks fluent English and French, and has knowledge of German. He is married and has four children. |

Prof. Dato’ Dr. Rashila Ramli is Principal Fellow, Professor of Political Science, former Director at the Institute of Malaysian and International Studies (IKMAS,) Universiti Kebangsaan Malaysia (UKM), and Principal Visiting Fellow at the UNU-International Institute of Global Health. She has a Bachelors degree in Chemistry from Illinois, and Master degree in Business management and PhD in Political Science from Arizona. Her areas of specialization are Political Development, Gender and Politics, and Human Security. Her research areas are on the Global ASEAN, and Promoting Social Inclusion through SDGs and Public Policies in Malaysia and Africa. In 2015, Prof. Dato’ Dr Rashila Ramli led the Substantive Team for the Malaysian Parliament at the ASEAN Inter-Parliamentary Assembly (AIPA). Her current research is on Localizing SDGs in 10 parliamentary constituencies under the All Parliamentary Parties Group Malaysia (APPGM). Her professional engagement includes, among others, as President of the Malaysian Social Science Association (PSSM), member of the Council of Security Cooperation in Asia Pacific (CSCAP) Malaysia, Asst. Secretary-General, the National Council for Women’s Organizations (NCWO), Malaysia, and Co-Chair of the Malaysian SDG Academic Network. |
His Excellency Mr. Milan Hupcej is a career diplomat with over 35 years of experience in the Czech foreign service. He has been appointed as the Ambassador of the Czech Republic to Malaysia since January 2019. He is also accredited to Papua New Guinea, Tuvalu and Kiribati. Prior to this, Mr. Hupcej was a Czech Ambassador to the Democratic People’s Republic of Korea (2014-2018). He also served in China and Thailand previously. On his return to the Foreign Ministry Headquarters, he served as the Head of Far East Division, Department of Asia and Pacific, Ministry of Foreign Affairs of the Czech Republic (2000-2004) and as a senior analyst in the Policy Planning Department (2008-2011). Mr. Hupcej received his education at Moscow State Institute of International Relations in International Relations and Korean Studies, and University of Economics in Prague, in International Economic Relations. He also went to the Diplomatic Academy, Ministry of Foreign Affairs of the Czech Republic in 2002-2003. He speaks English, Russian and Korean. |

Mr. Suhaimi Sulaiman helped set up a 24/7 television news channel, Astro AWANI in 2007 and went on to become its Chief Executive Officer and Editor-in-Chief. His leadership helped steer AWANI to the forefront of thought leadership with compelling content. During Malaysia’s 14th General Election, in May 2018, Suhaimi led the Astro AWANI team to produce the most watched election coverage, with 10.5 million television viewers. During the same period too, Astro AWANI’s website, astroawani.com, registered its highest ever unique visitors of 12 million and page views of 84.5 million. Also, the annual REUTERS Institute Digital News Report 2018, in its study of the local media, found that Astro AWANI was the most trusted Malaysian news source. He was awarded the MPI-PETRONAS Special Jury Award for Leadership in Journalism by the Malaysian Press Institute in April 2019. Author of “I Hate Reading the Teleprompter: My 25 Years in Broadcasting”, Suhaimi Sulaiman is one of Malaysia’s top media personalities. With 30 years of experience as producer, broadcast journalist, anchorman and content strategist, Suhaimi practiced a hands-on approach in editorial leadership and newsroom management. Suhaimi has also trained leaders of Start Ups in the ASEAN region on “dealing with the media” through his collaboration with the New Entrepreneurs Foundation. Through this collaboration Suhaimi trained Start Up founders from Singapore, Myanmar, Philippines, Thailand, Indonesia and Malaysia. Suhaimi, a member of the Institute of Public Relations Malaysia, is also a communication, media, crisis, leadership, branding and perception management trainer. He regularly conducts media relations training for the Malaysian Press Institute. He attended the CNN Journalism Fellowship Management Session at CNN’s Headquarters in Atlanta, Georgia, USA in September 2014 and is a CNN Journalism Fellow. He completed the Harvard Case Study Training on “Effective Strategies for Media Companies” in October 2009. |
Dato’ Chef Ismail is an internationally renowned Malaysian Celebrity Chef specializing in local and traditional Malay cuisine. He has made a great impact in the food industry in Malaysia and became the Ambassador of Malaysian Cuisine as well as the Ambassador of Malaysian Fisheries Development Authority (IKIM). He is also very active in introducing the diversity of Malaysian cuisine internationally and was appointed as Malaysia’s Tourism Ambassador from 2014 to present. With a strong reputation in the culinary world, he has been named as the Icon of the Ministry of Health Malaysia (Bess of Cef) and entrusted as the Chairman and Advisor of the National Heritage Department. Other than that, he is also active in promoting a variety of cuisines around the world and dedicated culinary recipes to the community through Rebung Chef Ismail Restaurant and Rebung Catering by Chef Ismail both located in Kuala Lumpur. |
Datin Ree Chua has spent almost 3 decades in the Malaysian advertising industry and witnessed how the landscape for branding and advertising has evolved and transformed. Her experience comes from having developed creative strategic solutions for local and multinational blue chip brands including Citibank, HSBC, Sony, Nokia, Colgate Palmolive, British American Tobacco, Ministry of Tourism Malaysia, Petronas, Telekom Malaysia, Astro, Gardenia, and Genting Simon. Based in Kuala Lumpur, her advertising career has taken she through the doors of both international and local consultancies such as Dentsu, Young & Rubicam, Euro RSCG, Bates, M&C Saatchi, Batey, and Oxygen Advertising. |
Mr. Thomas Abols arrived in Kuala Lumpur in 2018 and is currently working as the Acting Senior Trade Commissioner at the High Commission of Canada to Malaysia. Previously, Thomas was a member of the Canadian CPTPP negotiation team and worked as a Trade Commissioner at the Embassy of Canada to Japan in Tokyo. Prior to joining Global Affairs Canada in 2009, Thomas worked as a lawyer in the private sector. |
Mr. Ola Pihlblad is the Deputy Head of Mission in the Embassy of Sweden in Malaysia. Prior to this, he served as the Counsellor at the Embassy in 2017. He received his Master of Law from the University of Lund, Sweden. Mr. Pihlblad also served at the Ministry of Foreign Affairs, Sweden as the Deputy Director in charge of the Legal Affairs Section with a focus on Diplomatic Law from 2014 to 2017, and at the International Civil Law Section, Consular Department, Swedish Central Authority on the civil aspects of international child abduction from 2010 to 2014. He was also the Counsellor at the Embassy of Sweden in Luxembourg from 2004 to 2010, and the First Secretary at the Embassy of Sweden in Pyongyang from 2002 to 2004. |

Assoc. Prof. Dr. Brian J. Masshardt is an Associate Professor in the Global Studies Course of the Faculty of Humanities at Musashi University. He also serves as the director of the university's East Asian Studies Program and is involved directly in partnership building, student recruitment, and curriculum development; as well as academic and personal advising of students in the program. In addition, he has developed and coordinated immersive learning experiences. He is a passionate advocate for learning and a staunch believer in the potential of students. During his 16 years at Musashi he has taught a range of courses related to global and international studies. He obtained his MA and PhD in International Relations from the Department of Political Science at the University of Hawaii-Manoa. He considers himself very much a product of studying abroad as his path to Japan began in 1989 when he studied abroad at the University of Amsterdam. He is developing his skills as educational entrepreneur, enjoys photography, and is an avid runner. |
Associate Prof. Dr. Abdul Latiff Ahmad is the Director of International Relations Centre (UKM Global), Universiti Kebangsaan Malaysia (UKM). He is also a Senior Lecturer at the Centre for Research in Media and Communication, Faculty of Social Sciences and Humanities. He obtained his bachelor’s degree in Politics and International Relations from The University of Kent, United Kingdom and his master’s degree from Universiti Teknologi Mara (UiTM) Shah Alam, Malaysia. In 2013, he obtained his PhD in Communication Studies from University of Queensland, Australia. He is currently the Malaysian Regional Vice President for the World Communication Association (WCA) and also a Committee member of the National Strategic Communication Committee under the Higher Education Department, Ministry of Education. He is also a Fulbright Alumni. His research interests include intercultural communication and internationalization. He actively participates as a guest speaker, moderator and panelist in international forums and conferences, especially in the fields of student mobility and internationalization. |
Assoc. Prof. Dr. Mohd Fais Mansor (M’09) received the B.Eng. (Computer & Communication) from Universiti Kebangsaan Malaysia (UKM) in 2005 and the Ph.D. (Antenna & Propagation) from University of Surrey, United Kingdom in 2012. He has been with UKM since 2005 where he is currently an associate professor at the Department of Electric, Electronic and System Engineering and the coordinator of UKM International Office at UDE. He was a visiting researcher at the Institute of Digital Signal Processing, University of Duisburg-Essen (UDE), Germany from August 2017 to July 2018 in MARIE project sponsored by German Research Foundation. Since 2013 until now, he has been actively involved in coordinating and organising student mobility and dual degree programs in UKM, especially with University of Duisburg-Essen, Germany. |
Assoc. Prof. Dr. Emma Mirza Wati Mohamad has 17 years of experience as an academic and a health communication researcher. She is passionate about exploring ways for communication to be utilized as tools to nurture positive health behavior and strongly believes in the importance of health literacy to empower society in making informed health decisions. She is currently researching communication behaviour related to COVID-19 and Knowlesi Malaria in Malaysia, where she works closely with UNICEF and The Ministry of Health to design effective behavior intervention. Dr. Emma leads numerous research grants in the past and currently leading an international grant from UNICEF Malaysia and the Ministry of Higher Education LRGS Grant. She is also the Director at The UKM x UNICEF Communication for Development Centre in Health, also known as HEALTHCOMM. Dr. Emma keeps an active lifestyle where she enjoys jump rope, trail running and mountain hiking in her spare time. |

Sr. Dr. Mazlan Mohd Tahir graduated in a multiple-disciplinary field of the built environment. He holds a diploma in Engineering from Cape Breton University, Canada as well as a Bachelor in Environmental Design and a Master in Architecture degrees from Dalhousie University (formerly the Technical University of Nova Scotia – TUNS), Canada. He received his PhD in Architecture from Universiti Kebangsaan Malaysia (UKM). Mazlan is a Registered Building Surveyor with the Royal Institute of Surveyor (RISM) as well as being a member of both the Royal Architectural Institute of Canada (RAIC) and the Association of Building Engineers UK (ABE). His area of specialization and research are Architectural Design and National Identity, Housing, Building Technology and Sustainable Architecture with emphasis on traditional architectural principles with accumulative grants received to the amount of USD 200 thousand and currently, he holds a patent for A System of Sustainable Construction Materials and has produced more than 200 scholarly articles. Dr. Mazlan is also a practicing architect and has vast working experience both in Canada and Malaysia having accumulated an architectural building works value of USD 1 billion. Whilst his experience in Canada, he worked with Byrne Architects Inc. which is the first Architectural firm in North America to receive the ISO 9001 quality management recognition. He is a UKM Professional Consultant to various government organizations as well as academic reviewers in architecture for various universities in Malaysia. |

Dr. Tanot Unjah is a Research Fellow at the Institute for Environment and Development (LESTARI), Universiti Kebangsaan Malaysia (UKM). She also serves as the Deputy Director of the International Relations Centre (UKM Global). She obtained her PhD in Environment and Development on Conservation Geology from UKM. Her area of research includes nature conservation, geoheritage development and management (geotourism and geopark), sustainable utilization of non-renewable resources and geohazard. She is also the secretary of the Geological Heritage Group of Malaysia, who assists managing the research group and conducts research on the relevant topic. As part of the UKM team along with the local authorities, her research work on conservation geology is vital in being translated and endorsed by Langkawi Global Geopark under UNESCO. Currently, she’s an active member of Malaysian National Geopark Implementation Committee under The Ministry of Natural Resources and Energy to develop geopark throughout the country. As a member and as a Head of Geology and Landscape Heritage Programme at Langkawi Research Centre, she's also conducting programmes and training for geoscientists, geopark manager, policy maker, tourist guide and public. |
Ms. Nurul Hidayah Mohd Noar is a Research Officer at the Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT), Ministry of Foreign Affairs, Malaysia. Prior to that, she was a teaching assistant at the Centre for Media and Information Warfare Studies (CMIWS), Universiti Teknologi MARA (UiTM). She obtained her undergraduate degree in Social Science (Political Science) from the National University of Malaysia (UKM). She did her M.A. in Media and Information Warfare Studies in 2018 at the Centre for Media and Information Warfare Studies, UiTM. Her current role as a research officer at SEARCCT involves conducting research activities on issues related to terrorism and counter-terrorism, organising SEARCCT’s public awareness activities such as SEARCCT’s University Lecture Series, and moderating content on SEARCCT’s very own podcast channel. She is also a recognised Model ASEAN Meeting Trainer by the ASEAN Foundation. |
Ms. Zchahara Puentenegra Pasana is a Trade Marketing Specialist at Multiflex RNC Philippines Inc., formerly known as Uratex Philippines. She obtained her bachelor’s degree majoring in Marketing Management from the University of Mindanao, Philippines. Ms. Pasana also attended the Faculty of Economics and Management, Universiti Kebangsaan Malaysia (UKM) in 2018-2019 as an exchange student. She writes a blog that gives financial awareness and exciting stories of her experience. She received recognitions in “Successful Negotiation: Essential Strategies and Skills” from the University of Michigan in July 2020, and “The Strategy of Content Marketing” from the University of California, Davis in August 2020. |
Mr. Bakhodirjon Komilov is known as Baha, and comes from Uzbekistan, Central Asia. Currently, he is working for STL Truckers LLC located in Missouri, USA in the Tashkent branch as a Human Resource Manager. He obtained his bachelor's degree in Chonnam National University, faculty of English L.L., International Relations & Diplomacy, and minored in Business Administration. During his studies, he joined the UKM Global ASEAN scholarship program and studied for a semester in National University of Malaysia. He is a passionate language learner, therefore he can speak 7 languages English, Korean, Russian, Uzbek, Turkish, French and German. Before moving back to Uzbekistan, he used to be a Presidential Honorary Reporter in South Korea. |
