Fakta Pantas

Kolej Rahim Kajai (KRK) merupakan antara kolej terawal yang ditubuhkan semasa penubuhan awal Universiti kebangsaan Malaysia (UKM). Kolej yang pada awalnya dikenali sebagai kolej F ini telah ditubuhkan pada 31 Januari 1983. Kini Kolej Rahim Kajai mampu memuatkan 800 orang penghuni.

Universiti Kebangsaan Malaysia (UKM) komited untuk memenuhi hak dan menjaga keperluan pelajar, kakitangan dan pelawat Orang Kurang Upaya (OKU) dalam mendapatkan akses penuh kepada sistem pembelajaran, persekitaran kerja dan kehidupan kampus yang inklusif serta bebas daripada halangan dan diskriminasi.

Mendaftar Masuk

  1. Notis makluman berkaitan permohonan dan pengesahan dikeluarkan Pusat Perumahan Pelajar.
  2. Pelajar perlu membuat permohonan dan pengesahan dalam masa yang ditetapkan Universiti.
  3. Pelajar akan didaftarkan dalam Sistem Maklumat Pelajar (SMP) pada hari pelajar mendaftar.
  4. Dapatkan keperluan yang disediakan seperti :-
    • Kunci bilik;
    • Borang inventori kemudahan asas bilik;
    • Keperluan lain yang ditentukan oleh pihak kolej kediaman.

Kolej Rahim Kajai menawarkan 2 jenis Rumah Tamu yang sedia untuk disewa oleh pelawat.

Garis Panduan Kolej Kediaman

Pengenalan

Tanpa menjejaskan peruntukan lain di dalam Akta Universiti dan Kolej Universiti 1971, Perlembagaan UKM, statut-statut, kaedah-kaedah dan peraturan-peraturan Universiti, seseorang pelajar yang diberikan kemudahan tempat tinggal di kolej kediaman hendaklah mematuhi Arahan-Arahan Kolej kediaman ini.

Pelajar yang melanggar mana-mana peruntukan Arahan-Arahan Kolej kediaman  ini boleh diambil  tindakan  tatatertib,  atau  dikenakan  hukuman tatatertib terus di bawah Kaedah-Kaedah UKM (Tatatertib Pelajar-Pelajar) 1999.

Penempatan
  1. Penempatan pelajar di kolej kediaman adalah SATU KEMUDAHAN yang disediakan kepada pelajar mengikut kekosongan bilik penginapan.  
  2. Pelajar tidak akan ditawarkan penempatan di kolej kediaman jika didapati melanggar peruntukan Arahan-Arahan Kolej kediaman.
  3. Pelajar tahun satu prasiswazah bagi setiap sesi adalah WAJIB mendaftar dan menginap di kolej kediaman pada semester satu dan semester dua.
  4. Pelajar tahun dua dan ke atas hendaklah membuat permohonan dan pengesahan untuk menginap di kolej kediaman.
  5. Pelajar tahun dua dan ke atas yang telah mendaftar masuk ke kolej kediaman hendaklah menginap di kolej tersebut bagi tempoh satu semester penuh.
  6. Pelajar hendaklah memperolehi kebenaran bertulis daripada pengurusan kolej sekiranya hendak keluar dari kolej kediaman sebelum tamat tempoh satu semester dan bayaran yuran penginapan tidak akan dikembalikan. Rujuk pekeliling Bendahari bil 11/2017.
  7. Pelajar yang ingin berpindah kolej (dalam semester) perlu mendapat kebenaran daripada kedua-dua pengurusan  kolej kediaman yang terlibat.
  8. Kemudahan asas untuk bilik penginapan pelajar adalah seperti katil, tilam, almari, meja belajar, kerusi belajar, papan kenyataan, penyangkut tuala dan rak buku.
  9. Sebarang kesalahan yang berkaitan dengan arahan-arahan kolej kediaman boleh menyebabkan pelajar berkenaan dikenakan tindakan tatatertib termasuk tidak dibenarkan menginap di kolej. Senarai larangan adalah merujuk di Lampiran 1.
Permohonan & Pengesahan Penginapan
  1. Semua pelajar perlu membuat permohonan dan  pengesahan penginapan bagi sesi seterusnya pada setiap akhir semester kedua. Pelajar yang gagal berbuat demikian selepas tempoh yang ditetapkan, adalah dianggap menolak tawaran tersebut.
  2. Seseorang pelajar   yang telah   menerima   tawaran kemudian membuat pembatalan adalah tertakluk kepada kadar denda seperti yang telah ditetapkan dalam  Jadual 3.
  3. Pelajar  yang menolak tawaran tetapi membuat permohonan semula  (kolej yang sama) akan dikenakan bayaran denda seperti yang ditetapkan dalam Jadual 3.
  4. Garis panduan permohonan dan pengesahan penginapan di kolej kediaman seperti di Lampiran 3.
  5. Pelajar yang gagal penginapan boleh membuat rayuan dengan merujuk pusat perumahan pelajar dan kolej kediaman.
Pendaftaran Penginapan
  1. Pelajar hendaklah membuat pendaftaran penginapan di kolej kediaman dalam tempoh yang ditetapkan pada waktu pejabat.
  2. Pelajar yang telah  mendaftar di kolej kediaman dikenakan kadar bayaran seperti yang ditetapkan dalam Jadual 1.
  3. Semua  bayaran  penginapan  adalah tanggungjawab pelajar.
  4. Pelajar yang gagal atau tidak menjelaskan bayaran penginapan adalah dianggap  berhutang  kepada  Universiti  dan  boleh  dikenakan  sekatan  yang dikuatkuasakan oleh Universiti termasuklah:
  5. Tidak dibenarkan mendaftar pengajian dan penginapan kolej bagi semester berikutnya;
    • Tidak boleh mendapat keputusan peperiksaan;
    • Tidak boleh mendapat transkrip dan skrol; dan
    • Tidak boleh menghadiri majlis konvokesyen.
  6. Pelajar yang menginap di kolej kediaman semasa cuti semester hendaklah menjelaskan bayaran penginapan semasa memulangkan kunci atau selewat- lewatnya satu minggu selepas memulangkan kunci. Apa-apa bayaran yang tidak   dijelaskan  adalah  dianggap  hutang  kepada  Universiti dan boleh dikenakan tindakan seperti di perkara 4.4.
  7. Garis panduan pendaftaran penginapan bagi pelajar baharu dan pelajar tahun dua ke atas, adalah merujuk di Lampiran 3.
Tempoh Tamat Penginapan
  1. Pelajar hendaklah mengosongkan bilik pada tarikh akhir sesi akademik yang telah ditetapkan oleh Universiti.
  2. Semasa mengosongkan bilik, pelajar hendaklah:
    • Memastikan bilik dalam keadaan bersih;
    • Mengambil barang-barang milik pelajar sendiri;
    • Barang yang ditinggalkan dianggap tidak diperlukan dan akan dilupuskan;
    • Sebelum meninggalkan bilik, semua suis elektrik hendaklah ditutup;
    • Pelajar hendaklah menyerahkan kunci bilik kepada kakitangan di kaunter kolej kediaman pada waktu pejabat;
    • Pelajar yang gagal memulangkan kunci bilik hendaklah membayar denda mengikut kadar harian yuran penginapan seperti yang ditetapkan dalam Jadual 1;
    • Pelajar yang kehilangan kunci hendaklah membayar denda seperti yang ditetapkan dalam Jadual 3.
Penginapan Luar Semester
  1. Sekiranya pelajar memerlukan penginapan di kolej kediaman selepas tarikh tamat menginap, pelajar dikehendaki membuat permohonan untuk menginap di kolej kediaman bagi tempoh yang diperlukan.
Kuasa Memeriksa Bilik
  1. Pengurusan Kolej boleh memasuki dan memeriksa bilik pelajar pada bila-bila masa.
  2. Felo Penghuni yang mendapat kebenaran Pengurusan Kolej boleh memasuki dan memeriksa bilik pelajar pada bila-bila masa.
  3. Semasa melakukan pemeriksaan bilik pelajar di kolej kediaman pihak yang mendapat kebenaran Pengurusan Kolej :
    • Boleh membawa bersamanya mana-mana orang lain untuk membantunya melakukan pemeriksaan bilik tersebut.
    • Boleh melakukan pemeriksaan bilik pelajar yang bertentangan jantina dengannya tetapi hendaklah membawa bersamanya orang lain yang sama jantina dengan pelajar bilik yang diperiksa.
  1. Penghuni atau mana-mana pihak tidak boleh melakukan apa-apa untuk menghalang atau melarang seseorang orang yang diberi kuasa daripada memasuki bilik penginapan bagi menjalankan tugas, kewajipan atau tangungjawabnya di dalam bilik tersebut.
Peraturan Waktu Senyap
  1. Pelajar hendaklah mematuhi waktu senyap di kolej kediaman dari jam 12.00 tengah malam hingga 6.00 pagi.
  2. Pelajar yang didapati membuat bising semasa waktu senyap akan dikenakan denda seperti yang ditetapkan dalam Jadual 3.

 

 

Inventori Asas Bilik Penginapan
  1. Pelajar hendaklah menyemak inventori harta benda di dalam bilik tersebut lengkap dan berkeadaan baik, menandatangani serta mengembalikan borang dalam jangka waktu yang telah  ditetapkan oleh kolej kediaman.
  2. Pelajar yang gagal mengembalikan borang inventori dianggap telah memperaku inventori harta benda di dalam bilik tersebut lengkap dan berada dalam keadaan baik.
Aduan Kerosakan
  1. Pelajar hendaklah melaporkan sebarang kerosakan kemudahan asas penginapan kepada kolej kediaman melalui saluran yang ditetapkan oleh kolej kediaman.
  2. Jika seorang pelajar didapati merosakkan kemudahan asas bilik dengan sengaja dikehendaki membayar gantirugi mengikut kadar yang telah ditetapkan oleh Universiti.  Rujuk jadual 2.
  3. Pelajar bertanggungjawab menjaga kemudahan asas bilik penginapan yang disediakan oleh Universiti.
Kebersihan Premis
  1. Pelajar bertanggungjawab menjaga kebersihan bilik masing-masing dan persekitaran kolej kediaman.
  2. Seseorang pelajar hendaklah menggunakan premis kolej kediaman dengan cermat. Sekiranya didapati melakukan sesuatu yang boleh mencacatkan, mengotorkan atau menyebabkan apa-apa kerosakan lain pada mana-mana bahagian kawasan atau bangunan atau pada apa-apa benda atau kelengkapan di dalamnya akan didenda seperti yang ditetapkan dalam Jadual 3.
  3. Pelajar tidak dibenarkan menampal poster, notis atau apa-apa pengumuman di mana-mana bahagian kolej kediaman kecuali di papan kenyataan kolej kediaman dengan kebenaran Pengurusan Kolej.
Pemakaian Kad Kolej Kediaman
  1. Pelajar hendaklah memakai kad kolej semasa berada di kolej kediaman.
  2. Pelajar yang kehilangan, salah guna atau gagal mempamerkan kad kolej kediaman bagi sebarang urusan di kolej kediaman boleh didenda.  Rujuk Jadual 3.
  3. Pelajar hendaklah melaporkan kehilangan kad dengan serta merta kepada pihak pengurusan kolej.
Panduan Pakaian
  1. Pelajar hendaklah berpakaian kemas, bersih dan tidak menjolok mata semasa berada di kawasan kolej kediaman dan mengikut panduan pakaian seperti di Lampiran 2.
  1. Seseorang pelajar boleh memakai purdah di dalam Kampus setelah mendapat kebenaran khas bertulis daripada Naib Canselor atau mana-mana orang yang diberi kuasa, kecuali dalam ketika:
    • pengenalan diri apabila diarahkan oleh pihak berkuasa tatatertib Universiti atau mana-mana pegawai yang diberi kuasa oleh Universiti;
    • menghadiri sesi pengajaran dan pembelajaran termasuklah peperiksaan;
    • menjalankan ujikaji di dalam makmal;
    • menghadiri majlis rasmi anjuran Universiti atau anjuran mana-mana pihak yang dibenarkan oleh Universiti di dalam atau di luar kampus; dan
    • dalam mana-mana keadaan yang difikirkan patut dan perlu oleh Universiti.
    • Permohonan untuk kebenaran khas memakai purdah hendaklah dibuat oleh pelajar dengan menyatakan sebab hendak berpakaian purdah dengan bukti dan dokumen sokongan.

Pemilikan dan Pelekat Kenderaan

Pelajar yang memiliki kenderaan bermotor hendaklah mendaftar dan mendapatkan pelekat kenderaan UKM dari Bahagian Keselamatan UKM.

  1. Pelajar yang memiliki kenderaan bermotor hendaklah mendaftar dan mendapatkan  pelekat  kenderaan  kolej  kediaman  di  kolej kediaman masing-masing.
  2. Kedua-dua pelekat kenderaan hendaklah dipamerkan pada kenderaan masing-masing setiap masa.
  3. Pelanggaran perkara di atas boleh dikenakan denda seperti yang ditetapkan dalam Jadual 3. 
  4. Tiada pelajar dibenarkan meninggalkan kenderaan (abandon car)

 

 

Keselamatan
  1. Pelajar hendaklah sentiasa mengunci bilik masing-masing dan sebarang pencerobohan atau kecurian kerana kecuaian tidak mengunci bilik adalah di atas tanggungjawab pelajar sendiri.
  2. Pelajar hendaklah melaporkan semua kejadian pencerobohan atau kecurian kepada pihak kolej kediaman dan Bahagian Keselamatan UKM. Garis Panduan untuk mencegah kecurian boleh merujuk di Lampiran 3.
  3. Pelajar boleh membuat laporan polis jika berlaku pencerobohan atau kecurian.
  4. Pelajar yang melanggar perkara 16.1 boleh didenda seperti ditetapkan dalam Jadual 3.
Kecemasan
  1. Setiap pelajar hendaklah memahami Pelan Tindakan Kecemasan yang disediakan oleh Pusat Pengurusan Risiko, Kelestarian dan Kesihatan Pekerjaan  (ROSH-UKM) merujuk kepada Lampiran 4.
  2. Setiap pelajar hendaklah mematuhi semua arahan kecemasan yang ditetapkan oleh Universiti.
  3. Mana-mana pelajar yang menyedari berlaku kebakaran di premis kolej kediaman hendaklah dengan serta-merta memberitahu kolej kediaman dan Bahagian Keselamatan Universiti. Garis panduan jika berlaku kebakaran adalah merujuk di Lampiran 3.
  4. Jika seorang pelajar ditemui cedera sama ada kerana terjatuh semasa bersukan, terjatuh semasa menjalankan aktiviti di kolej kediaman atau apa-apa kemalangan yang memerlukan rawatan lanjut, diserang sawan atau penyakit serius, hendaklah memaklumkan kepada pihak pengurusan kolej dan membawanya ke Pusat Kesihatan UKM atau ke hospital terdekat.

Moving in

  1. Notice related to application and confirmation is issued by Student Housing Centre.
  2. Students need to make an application and confirmation within the time set by the University.
  3. Students will be registered in the Student Information System (SMP) on the day of students registration.
  4. Acquire the requirements provided such as:
    • Room key;
    • Basic room facility inventory form;
    • Other requirements set by the residential college.
  5. Inspect the facility, fill out the form and submit it at the residential college counter.

Residential College Guidelines

Introduction

Without prejudice to any other provisions in the Universities and University Colleges Act 1971, UKM Constitution, statutes, rules and regulations of the University, a student who is provided with accommodation at a residential college shall comply with these Residential College Guidelines.

Violation of any of the provisions of the Residential College Guidelines by the student may be subject to disciplinary action, or disciplinary punishment directly under the UKM (Discipline of Students) Rules 1999.

Placement
  1. Placement of students in residential college is a FACILITY provided to students according to the availability of accommodation.
  2. Students will not be offered a placement at a residential college if they are found violating the provisions of the Residential College Guidelines.
  3. First year undergraduate students for each session are COMPULSORY to register and stay at the residential college in semester one and semester two.
  4. Students of Year Two and above must apply and confirm their application to stay at the residential college.
  5. Students of Year Two and above who have applied for a residential college must remain at the college for a full semester.
  6. Students must obtain written permission from the principal if they want to leave the Residential College before the end of a semester and the payment of accommodation fee will not be refunded. Refer to Treasurer’s Circular Bill 11/2017.
  7. Students who wish to transfer to another college (within a semester) must obtain permission from the management of the residential colleges involved.
  8. The basic facilities of the room provided are bed, mattress, wardrobe, study desk, study chair, notice board, towel hanger and bookshelf.
  9. Any offense related to the residential college guidelines may result in the student being subjected to disciplinary action including not being allowed to stay at the college. The list of prohibitions is as in Appendix 1.
Application & Conformation
  1. All students must apply and confirm their accommodation offer for the next session at the end of each second semester. Students who fail to confirm within the allotted time, is considered rejecting the offer.
  2. Students who have accepted the offer, then canceled are subject to the fine rate as set out in Table 3.
  3. Students who reject the offer but re-apply (for the same college) will be fined as stipulated in Table 3.
  4. The guidelines for application and confirmation of residence at the residential college are as in Appendix 3.
  5. Students who are not offered an accommodation can write an appeal to the student housing centres and residential colleges.
Registration
  1. Students who have confirmed the offer must register for key collection at the residential college counter during office hours.
  2. Students who have registered in a residential college are charged a fee as set out in Table 1.
  3. Students are responsible for all payments on accommodation.
  4. Students who fail to pay the accommodation fee are considered indebted to the University and may be subject to restrictions imposed by the University including:
    • Withholding of the registration for college studies and accommodation for the next semester;
    • Withholding of examination results;
    • Withholding of transcripts and scrolls; and
    • Prohibition of attending convocation ceremony.
  5. Students staying at the residential college during the semester break must fulfill the payment of the accommodation fee upon returning the keys or at least one (1) week after returning the keys. Any unpaid payment is considered a debt to the University and may be subject to actions as per item of 4.4.
  6. Accommodation registration guidelines for new students and students of Year Two and above are as in Appendix 3
Expiration of Accomodation
  1. Students must vacate the room on the last date of the academic session set by the University.
  2. When vacating a room, students must:
    • Ensure the cleanliness of the room
    • Take home personal belongings;
    • Items left behind are considered unnecessary and will be disposed;
    • Ensure all electrical switches are closed before leaving the room;
    • Students must return the room keys to the staff at the residential college counter during office hours;
    • Students who fail to return the room key will be fined according to the daily rate as stated in Table 1;
    • Students who lose their keys will be fined as stated in Table 3.
Out of Semester Accommodation
  1. If a student needs an accommodation at the residential college after the expiration date, he/she is required to apply residency at the residential college for the required period.
The Authority For Room Inspection
  1. College Management can enter and inspect a student’s room at any time.
  2. Fellow Resident with the permission of the College Management may enter and inspect the student’s room at any time.
  3. During the inspection at the residential college, the authorized party who has obtained permission from the College Management is:
    • Allowed to bring with him or her any other person to help him or her inspect.
    • Allowed to do room inspection of students of the opposite sex with the presence of another person of the same sex with the students whose rooms are being inspected.
  4. The resident student shall not do anything to prevent or prohibit an authorized person from entering the resident student’s room and carrying out his or her duties and responsibilities.
Noise Policy
  1. Students must comply with the noise policy at the residential college from 12.00 am to 6.00 am.
  2. Students who are found to be making any disturbance during the aforementioned time will be fined as set out in Table 3.
Basic Accomodation Facilities Inventory
  1. Students must check that the inventory of the property in the room is complete and in good condition, sign and return the form within the time frame set by the residential college.
  2. Students who fail to return the inventory form are considered to have confirmed the property in the room are complete and in good condition.
Damage Complaint
  1. Students must report any damage of the basic accommodation facilities to the residential college through the channels set by the residential college.
  2. If a student is found to have intentionally damaged the basic facilities provided, the student is required to pay a compensation according to the rate set by the University. Refer to Table 2.
  3. Students are responsible for maintaining the condition of the basic accommodation facilities provided by the University.
Cleanlines of Premise
  1. Students are responsible for keeping their rooms clean.
  2. Students must use the residential college premises carefully. If found to be damaging, staining or causing any actions that further damage any part of the area or building or any object or equipment, the students will be fined as set out in Table 3.
  3. Students are not allowed to adhere posters, notices or any announcements in any part of the residential college except on the residential college notice board with the permission of the College Management.
The Wearing of Residential College Card
  1. Students must wear the college card while at the residential college.
  2. Students who lose their residential college card, misuse or fail to display it while dealing with the residential college management can be fined according to Table 3.
  3. Students must report the loss of the card to the administration of the residential college immediately.
Dress Code
  1. Students must dress neatly, clean and non-revealing while in the residential college area and the guidelines for the dress code are as in Appendix 2.
  2. A student may wear a purdah (face cover) on campus after obtaining written permission from the Vice Chancellor or any authorized personnel, except –
    • When asked to present themselves by the discipline authority of the University or any personnel authorized by the University;
    • While attending teaching and learning sessions including examinations;
    • While conducting experiments in the laboratory;
    • While attending an official event organized by the University or any party authorized by the University on or off campus; and
    • In any circumstances deemed appropriate and necessary by the University.
  3. A student may write an application for a special permission to wear a purdah by stating the reason for wearing it with supporting documents.
Vehicle Ownership and Stickers
  1. Students who own a motor vehicle must register and obtain a UKM vehicle sticker from the UKM Security Division.
  2. Students who own a motor vehicle must also register and obtain a residential college vehicle sticker at their respective residential colleges.
  3. Both vehicle stickers shall be affixed to the respective vehicle at all time.
  4. Violations of the above instructions are subject to fine as set out in Table 3.
  5. Students are prohibited from abandoning a vehicle.
Safety Procedure
  1. Students must always lock their respective rooms and any intrusion or theft due to negligence in doing so will be the responsibility of the students themselves.
  2. Students must report all incidents of intrusion or theft to the residential college and the UKM Security Division. The guidelines to prevent theft can be referred to in Appendix 3.
  3. Students can lodge a police report in the event of intrusion or theft.
  4. Students who violate item 16.1 may be fined as stipulated in Table 3.
