HESA COUNTER OPERATIONS FOR VISA / PASS

Please observe the current regulations to enter PKP (whether appointment is required) by checking the “Latest News” in PKP website. If an appointment is required, ensure that you have received approval before coming to PKP.

STANDARD OPERATING PROCEDURES (SOP) FOR NEW AND EXISTING INTERNATIONAL STUDENTS TO ENTER MALAYSIA

‒ New International Students who are currently outside Malaysia :

Effective 1st January 2021, all international students (except from the United Kingdom) may enter Malaysia to continue their studies. Please be informed that holders of dependant passes are still not allowed to enter Malaysia.

As part of the eVAL application process, the following must be fulfilled by the student:-

  • Submit the ‘Declaration of Accommodation’ https://bit.ly/HESADeclareAcommodation
  • Submit ‘Declaration for Commencement of Online Classeshttp://bit.ly/HESADeclareOnlineClasses (New students for year 2021 intake may select “Will register in Semester 2 / 20202021 (Semester 2/20202021 intake)” in this form)
  • Ensuring the validity of a student’s passport must be at least 18 months (If your passport has less than 18 months validity upon arrival in Malaysia, please renew your passport)

Please submit both declarations only if you intend to start your VAL approval process immediately, and plan to travel to Malaysia within the approved VAL validity period (passport must be submitted before VAL expiry date). Please be reminded that the VAL will have 6 months validity, and your earliest date of entry date to Malaysia will be 14 days before date of registration (reporting date). If you plan to remain in your home country, kindly confirm with your Faculty on whether your classes will be conducted fully online or requires face-to-face sessions. If your classes are online, you may delay the submission and submit it at least 3 months before you plan to travel to Malaysia. Ensure ample time is given as we may need to reopen your EMGS application, just in case it is closed due to non-submission of declaration (subject to EMGS’ discretion).

Once students have submitted the Declaration of Accommodation and Declaration for Commencement of Online Classes (if applicable), HESA PKP will proceed to submit the declarations for the purpose of eVAL approval.

eVAL Extensions :

Students who have received their VAL but are not able to enter Malaysia within the VAL validity period (VAL expired) due to COVID19 travel restrictions, may submit their VAL extension request by completing an online form at http://bit.ly/HESAeVALextension. Note that this request is not applicable to students who have not received their VAL (EMGS Approval Letter is not a VAL).

With regards to the Travel Authorization Form in EMGS website, students are required to refer with hesapkp@ukm.edu.my on their options of flight dates BEFORE purchasing their flight tickets. The Travel Authorisation request approval from PKP will be based on the criteria below:

  • Current status (active and registered)
  • Flight ticket date (recommended 1 month after submitting Travel Authorisation form)
  • Student pass expiry date (minimum 1 month validity left on student pass upon arrival in Malaysia, or have expired during MCO. Student pass renewal status must be “50% – request student passport” before applying for Travel Authorisation)
  • Insurance validity (minimum 1 month validity left upon arrival in Malaysia, or have expired during MCO. Insurance renewal application must be made before applying for Travel Authorisation)

Kindly email hesapkp@ukm.edu.my on your flight date options together with the details above. Once your flight date is considered suitable to travel, you may proceed to apply and inform us on your application. Please immediately notify HESA if there are any changes to your flight.

STUDENT PASS RENEWAL APPLICATION

Please be informed that the method for student pass renewal application is temporarily changed to soft copy document submission during the MCO period. The renewal form can be downloaded at https://www.ukm.my/ukmshape/visa-and-student-pass/ and submitted using Google Form at https://bit.ly/HESArenewal. Ensure that you are logged in using your UKM Siswa email when submitting your application.

Regarding the payment, you may pay your renewal application fees through online banking. If you have an overseas card, you may choose to pay through ukm.flywire.com.

Please be reminded that the sticker process will take minimum 14 working days to complete. If your Special Pass / Student Pass expires within the MCO period, you will not be able to leave the country after the MCO period, without having a valid pass. Please refer to the EMGS circular on Special Pass exemption during MCO below, if applicable. If you are planning to return to your home country after the MCO is lifted, please consider the processing time by EMGS and you are strongly advised not to purchase any flight ticket until the process is complete.

 

Below are part of the COVID19 FAQ from EMGS regarding your renewal application (if applicable) :

  1. My student pass/special pass expired during the Movement Control Order(MCO). I am currently here in Malaysia, but my student pass/special pass has expired. What should I do?

Answer: EMGS will facilitate the processing of passports for all students with a valid pass expiring anytime during the Movement Control Order period. This is only applicable for institutions that submit their passport to EMGS One Stop Centre (OSC) for endorsement. Education Institutions that submit their students’ passports to state immigration offices for endorsements (i.e. self-endorsement) should refer to their respective state immigration offices for further clarification. Kindly note that EMGS will initiate a discussion with the Immigration Department of Malaysia to standardise the approach taken by all state Immigration Departments when dealing with similar situations. We will provide further updates to international students / institutes after discussions with respective stakeholders.

  1. Question: I was supposed to return to Malaysia to continue my studies however I was not able to travel as the Malaysian Government stopped all foreigners from entering the country during the Movement Control Order. My student pass has now expired however I am not certain as to when I will be able to return to Malaysia. Can I still renew my student pass?

Answer: Based on the current process, the Immigration Department of Malaysia will only allow you to renew your student pass if your current student pass expiry has not lapsed for more than 3 months. Students will be required to enter Malaysia on a social visit pass and subsequently obtain the renewed student pass. However, we understand that these are exceptional circumstances, hence we will continue to monitor the situation closely regarding the travel ban that is currently in place and update the international students / institutes on any changes after discussions with the Immigration Department of Malaysia.

 

RETURNING TO HOME COUNTRY DURING MCO PERIOD

In addition to the requirements of having a valid pass to leave the country after MCO is lifted, we urge students to consider the consequences of returning to home country during the MCO period, as it might affect your student pass and your status as a student (especially on class attendance – not able to return to Malaysia due to travel bans, compulsory quarantine upon arrival, not able to submit passport for renewal within 3 months, etc). You may also be required to obtain necessary documentation from your Diplomatic Mission, to facilitate movement from your accommodation to airport /border checkpoint.
