GG7 – Publicly share the decisions taken in annual general meeting

At Universiti Kebangsaan Malaysia (UKM), transparency and accountability form the foundation of its governance practices. In line with this commitment, UKM ensures that key decisions made during the Annual Meeting of Top Management are publicly shared. These resolutions, which reflect strategic directions and institutional priorities, are officially published and made accessible through the university’s Registrar Department website. This initiative allows the broader community including students, staff, alumni and external stakeholders to stay informed about significant actions and initiatives endorsed by the university’s leadership, reinforcing trust and fostering inclusive engagement.

All decisions made during the Annual General Meeting at UKM in year 2024 are made publicly accessible to promote transparency and informed engagement. 1) Guidelines for Specialist Training Facilities at Universiti Kebangsaan Malaysia (Service Circular No. 1/2024)

The University Board of Directors Meeting (LPU) approved Service Circular No. 1/2024: Guidelines for Specialist Training Facilities at Universiti Kebangsaan Malaysia, which outlines the implementation process for the Specialist Training Facility for UKM officers to undergo medium- or long-term training, either on a full-time or part-time basis effective from 1 January 2024. This circular provides comprehensive guidelines aimed at enhancing expertise in performing core duties. This training may lead to certification, accreditation, or gazettement, but does not involve the awarding of a degree, and is conducted on a medium-term, long-term, or part-time basis. 2) Guidelines for Claiming Optical Assistance at Universiti Kebangsaan Malaysia (Service Circular No. 5/2024)

The University Board of Directors Meeting (LPU) approved Service Circular No. 5/2024: Guidelines for Claiming Optical Assistance at Universiti Kebangsaan Malaysia, which outlines the reimbursement policy for the purchase of prescription eyeglasses, effective from 1 April 2024. This circular provides comprehensive guidelines including eligibility criteria covering permanent, temporary, and contract staff the claims submission process, and an approved list of eye care clinics where consultations can be obtained. The initiative reflects UKM’s commitment to staff well-being and equitable access to essential healthcare support.

3) Guidelines for Managing Pension Status Applications at Universiti Kebangsaan Malaysia (Service Circular No. 6/2024)

The University Board of Directors Meeting (LPU) approved Service Circular No. 6/2024: Guidelines for Managing Pension Status Applications at Universiti Kebangsaan Malaysia, which provides a clear framework for the administration of Pension Status Grant (PTB) applications. This guideline defines the “Granting of Pensionable Status” as the process of conferring pensionable status to eligible officers who have opted out of the Employees Provident Fund (EPF) scheme. To qualify, the officer must be confirmed in service and must have completed a minimum of three (3) years of reckonable service. This circular ensures consistency, transparency, and compliance in the handling of pension-related matters within UKM.

4) Organisational Restructuring of Universiti Kebangsaan Malaysia (Service Circular No. 8/2024)

The University Board of Directors Meeting (LPU) approved Service Circular No. 8/2024: Organisational Restructuring of Universiti Kebangsaan Malaysia, which came into effect on 21st  March 2024. This restructuring reflects updates to the university’s organisational framework, particularly changes to the designation and responsibilities of various Responsibility Centres (PTj), as well as revisions to key administrative positions. The updated structure aims to enhance internal coordination, clarify reporting lines, and reinforce institutional governance. By clearly defining the relationships between central administration and the PTjs, the revised structure supports more effective decision-making and operational alignment across the university.

5) Guidelines for the Attachment Programme for Professional and Managerial (P&P) and Support Staff at UKM (Service Circular No. 10/2024)

The University Board of Directors Meeting (LPU) approved Service Circular No. 10/2024: Guidelines for the Attachment Programme for Professional and Managerial (P&P) and Support Staff at UKM, which took effect on 1 March 2025. This circular provides a structured framework for the implementation of the Attachment Programme, detailing its core objectives, general terms and conditions and specific eligibility and procedural requirements. The initiative aims to support staff development, promote cross-functional learning, and enhance administrative excellence across all levels of UKM’s workforce.

6) Guidelines for the Bereavement Assistance and Funeral Transportation Allowance (Service Circular No. 11/2024)

The University Board of Directors Meeting (LPU) approved Service Circular No. 11/2024: Guidelines for the Bereavement Assistance and Funeral Transportation Allowance, which came into effect on 19 March 2025. This circular provides comprehensive guidance to all Responsibility Centres at UKM regarding the provision of bereavement assistance and funeral transportation allowances for deceased staff members. It outlines the eligibility criteria, approved allowance rates and payment procedures to ensure consistent and compassionate support for the families of UKM employees during times of loss.

7) Guidelines for the Death Welfare Scheme (SKK) of Universiti Kebangsaan Malaysia (Service Circular No. 27/2024)

The University Board of Directors Meeting (LPU) approved Service Circular No. 27/2024: Guidelines for the Death Welfare Scheme (SKK) of UKM, which outlines the provisions of the scheme aimed at supporting the next of kin of deceased UKM staff. This initiative is designed to provide financial and emotional relief to families during times of bereavement. The guidelines detail eligibility requirements, the membership registration process and the operational procedures for the implementation of the SKK, ensuring consistency, transparency and compassion in its execution.
